What changes on 1 April 2027
From 1 April 2027, NHS England's guidance asks suppliers for a Carbon Reduction Plan in two tiers.
- Contracts worth £5 million a year or more (including VAT), and all new frameworks (unless the buyer decides the lower tier is proportionate): a 2027 NHS Carbon Reduction Plan. It covers Scope 1, Scope 2 and every relevant Scope 3 category, with a global boundary.
- Smaller contracts above the procurement thresholds: the existing plan, the same content as PPN 006.
Read NHS England's guidance: 2027 NHS carbon reduction plan requirements for the procurement of NHS goods, services and works.
What the 2027 plan must contain
- A commitment to net zero by 2050 or earlier.
- Baseline and current emissions for Scope 1, Scope 2 and all relevant Scope 3 categories. The GHG Protocol lists 15 to consider.
- Emissions in CO2e, covering the seven greenhouse gases named by the Kyoto Protocol.
- A global boundary: your figures cover your whole organisation, wherever it operates, including what you buy and ship from abroad.
- Your environmental management measures.
- Board or director approval, and publication on your website.
NHS recommended, not required
- Targets validated by an independent third party.
- The share of your net zero target you expect to achieve through offsetting.
- Net zero by 2045 or earlier.
Missing some data?
In exceptional circumstances, the guidance lets smaller suppliers explain missing data with a reason and set out how they'll improve it. The buyer decides whether the reason is acceptable.
What seer. does
- Reads your bills with AI, or takes them in bulk.
- Calculates Scope 1 and 2, and seven Scope 3 categories: purchased goods and services (estimated from spend), fuel- and energy-related activities (calculated automatically from your energy and fuel entries), transport and distribution, waste, business travel and commuting.
- For each of the other categories, records that it isn't relevant and why, or that you hold no data yet, with your reason and your steps. The plan prints it.
- States your boundary, your targets and your offsetting share in the plan's own words.
- Checks the plan against the 2027 NHS requirements before it's final. A failed check stops it until it's fixed.
- Builds a PPN 006 plan from the same data.
What seer. doesn't do
- We don't validate targets. If yours have been validated, you tell us who by and the plan says so.
- We don't check, arrange or sell offsets.
- Where your figures don't yet cover operations outside the UK, the plan says so plainly; it doesn't meet the global boundary requirement until they do.
- seer. is independent. It is not part of the NHS, and the NHS has not approved or endorsed it.
