A Carbon Reduction Plan you can defend.

Public sector buyers can ask a supplier for a Carbon Reduction Plan under PPN 006. This page sets out what the plan must contain and how we build one.

What the plan must contain

  • A commitment to net zero by 2050 or earlier.
  • A baseline year and its emissions.
  • Your current emissions for one reporting year, in tCO2e: Scope 1 and Scope 2 in full.
  • Five Scope 3 categories: 4 upstream transportation and distribution, 5 waste generated in operations, 6 business travel, 7 employee commuting, 9 downstream transportation and distribution.
  • Your reduction targets, your environmental management measures and your carbon reduction projects.
  • The method: UK government conversion factors, the seven Kyoto Protocol gases, and how you set your organisational boundary.
  • Board approval and a director's sign-off, with dates.
  • Publication on your UK website with a prominent link from your homepage, and a review every year within 6 months of your financial year-end.

Common gaps against the standard

A plan is read against the PPN 006 technical standard and its template. These are requirements a plan can miss:

  • a required Scope 3 category is missing, with no reason given;
  • the factors or their year aren't stated;
  • the boundary method isn't named;
  • more than one reporting period is mixed together;
  • the sign-off has no name, job title or date.
